Lifetime gross completed sale values are not net income, profit or verified cash collections.
Headquarters & franchise structure
Branches remain within their existing organisation; a franchise label does not create a new legal tenant.
Central purchasing requisitions
One branch request may contain several products. Headquarters approves it and chooses a verified internal supplier before creating a draft purchase order. No stock or payment is posted.
For multi-product requests, add additional products through the API; the interface currently submits one line per request.

Field sales & territories
Territory orders are drafts. They do not reserve stock, confirm payments or issue fiscal documents.
Delivery route accountability
Create a route from existing Stage 11 sale-linked delivery IDs. Dispatch each delivery in Retail before route dispatch. Proof requires a named recipient and supporting note.
Enterprise policy reference register
Published policy references are advisory only. They do not overwrite live price lists, promotions or branch permissions.
This stage does not create new franchise tenants, operate vans offline, collect payments, automatically dispatch goods or enforce published pricing policies. Existing stock, cash, tax and payment safeguards remain authoritative.
